The Guild is the oldest and most extensive network of public interest and human rights activists working within the legal system. <br><br>The NLG&#8217;s mission is<strong> to use law for the people, uniting lawyers, law students, legal workers, and jailhouse lawyers&nbsp;to function as an effective force in the service of the people by valuing human rights and the rights of ecosystems over property interests<\/strong>.<br><br>More information about the NLG and its history can be found <a href=\"https:\/\/www.nlg.org\/about\/\" target=\"_blank\" rel=\"noopener\" title=\"\">here<\/a>.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details has-link-color wp-elements-ef43bd0fa792d4dfefc90d42b25e43f5 is-layout-flow wp-block-details-is-layout-flow\"><summary><strong>What is the Legal Observer Program?<\/strong><\/summary>\n<p class=\"wp-block-paragraph\">The Legal Observer Program is part of the <a href=\"https:\/\/www.nlg.org\/massdefenseprogram\/\" target=\"_blank\" rel=\"noopener\" title=\"\">NLG&#8217;s Mass Defense Program<\/a> and is an essential activist support service. Legal Observers\u00ae are volunteers trained by the National Lawyers Guild who show up at protests, marches or other actions to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Monitor, observe, and document government conduct against First Amendment-protected activity.<\/li>\n\n\n\n<li>Provide arrest support for protesters on the ground and help support teams track and help arrested folks.<\/li>\n\n\n\n<li>Empower activists and serve as a deterrent to unconstitutional behavior by law enforcement.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Legal Observers are a piece of a larger system of legal support infrastructure working to provide activists with the tools and confidence they need to make their voices heard.&nbsp;Official programs provide their LOs with neon-green, trademarked hats, which have become widely recognized as a symbol of legal support for progressive movements.<\/p>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\" style=\"padding-right:40px;padding-left:40px\"><summary><strong>History of Legal Observing<\/strong><\/summary>\n<p class=\"wp-block-paragraph\">The idea of community members watching law enforcement officers through organized patrols originates from the Black Power Movement. The practice was started by the Black Panther Party in 1966. The Black Panthers conducted armed citizens\u2019 patrols in order to monitor the behavior of law enforcement officers in the Oakland Police Department. This practice later became known as copwatch. Many local activist organizations continue to copwatch today.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The National Lawyers Guild took components from this practice and developed its Legal Observer\u00ae Program in 1968 in New York City in response to protests at Columbia University and city-wide antiwar and racial justice demonstrations. <a href=\"https:\/\/www.nlg.org\/nlg-review\/article\/law-for-the-people-supporting-mass-protest-political-resistance-and-movements-for-social-change\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Read more about NLG\u2019s history in mass defense work&nbsp;here.<\/a>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, legal observing is a distinct practice from copwatch. Legal Observers&#8217; notes and documentation are protected and may be used in legal proceedings to defend activists. It is a form of protester legal support, connecting activists to a larger legal support infrastructure. <\/p>\n<\/details>\n<\/details>\n\n\n\n<details class=\"wp-block-details has-link-color wp-elements-66acfde857bb62a7ed81406b541a3f09 is-layout-flow wp-block-details-is-layout-flow\"><summary><strong>Who are Legal Observers?<\/strong><\/summary>\n<p class=\"wp-block-paragraph\">Legal Observers are independent, third-party volunteers who observe and document potentially unlawful or unjustified interference with demonstrators\u2019 rights by law enforcement. Legal Observers are often legal workers, but anyone can be a Legal Observer regardless of legal background! Many LOs are organizers, activists, and community members.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong>What do Legal Observers do?<\/strong><\/summary>\n<p class=\"wp-block-paragraph\">Legal Observers are like copwatchers, but their notes are protected and only used in preparation for potential litigation (criminal and civil). Legal Observers:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Monitor and document law enforcement<\/li>\n\n\n\n<li class=\"has-link-color wp-elements-8b9c93f45585bb9ccb0032c27d52f572\">Record arrests and coordinate with Jail Support<\/li>\n\n\n\n<li>Maintain independence and confidentiality&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Please note that Legal Observers do <strong>NOT<\/strong>:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Direct or influence organizers or demonstrators\u2019 tactics<\/li>\n\n\n\n<li>Document actions of demonstrators&nbsp;<\/li>\n\n\n\n<li>Publicly share notes, photos, or videos<\/li>\n\n\n\n<li>Act as police liaisons&nbsp;<\/li>\n\n\n\n<li>Provide legal advice<\/li>\n\n\n\n<li>Legal Observe at actions or demonstrations we were not requested to be at<\/li>\n<\/ul>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong>Can I request Legal Observers for my action or demonstration?<\/strong><\/summary>\n<p class=\"has-text-align-left has-link-color wp-elements-122b77d4ed12551dbb0c8dd74c86d398 wp-block-paragraph\">As long as the action is in alignment with our values, requests may be submitted through our submission page.
